In response to the requests made by the NCASL, until the proposed revised Gazette on the Registration of Contractors is formally published, the Ministry of Housing, Construction and Water Supply has directed that interim Directive be issued revising the existing criteria applicable to construction contractors with immediate effect.

In 2022, due to the economic collapse, the construction industry faced a severe downturn. As a result, many small and medium-scale contractors encountered numerous difficulties. However, under the vision of our Chairman, as part of the initiative to uplift those affected small and medium-scale contractors, our association has undertaken a program enabling contractors to obtain guarantees for construction projects efficiently, through the Construction Guarantee Fund, without the need for security deposits. Accordingly, a preliminary discussion on this matter was held on October 14, 2025, at the NCASL Secretariat Office in Pelawatta, Battaramulla, between our Chairman Darrington Paul and the Chief Executive Officer of the Construction Guarantee Fund, Mr. Lionel Mulleeriya. The discussion concluded successfully, and the Chairman stated that, based on our association’s recommendations, the process for contractors to obtain guarantees efficiently and without security deposits will be implemented by January 2026. 2022 වර්ෂයේදී ආර්ථිකය කඩාවැටීම හේතුවෙන් ඉදිකිරීම් කර්මාන්තය ඉතා බරපතල ලෙස පසු බෑමකට ලක්විය. එම හේතුවෙන් සුළු හා මධ්යම පරිමාණ ඉදිකිරීම් කරුවන් නොයෙකුත් අපහසුතා වලට ලක් විය. නමුත්, අපගේ සභාපති තුමාගේ දැක්ම අනුව එසේ අපහසුතා වලට ලක්වූ සුළු හා මධ්යම පරිමාණ ඉදිකිරීම් කරුවන් නගා සිටවීමේ ක්රියාවලියේ එක් අංගයක් ලෙස එම ඉදිකිරීම් කරුවනට කාර්යක්ෂමව, ආරක්ෂණ තැන්පතු නොමැතිව ඉදිකිරීම් ව්යාපෘති සඳහා ඉදිකිරීම් ආරක්ෂණ අරමුදලෙන් ඇපකර ලබා ගැනීමේ වැඩ පිළිවලකට අප සංගමය අවතීර්ණ වී ඇත. ඒ අනුව මේ සම්බන්ධයෙන් මූලික සාකච්ඡාවක් 2025.10.14 දින අප සංගමයේ සභාපති ඩැරින්ටන් පෝල් සහ ඉදිකිරීම් ආරක්ෂණ අරමුදලේ ප්රධාන විධායක නිලධාරී ලයනල් මුල්ලේරියාව මහතා සමග බත්තරමුල්ල, පැලවත්තේ පිහිටි NCASL ලේකම් කාර්යාලයේදී පවත්වනු ලැබීය. එම සාකච්ඡාව ඉතා සාර්ථකව නිමවූ අතර අප සංගමයේ සාමාජිකයිනට, අප සංගමයේ නිර්දේශ මත ඉතාමත් කාර්යක්ෂමව, ආරක්ෂක තැන්පතු නොමැතිව ඇපකර ලබාගැනීම 2026 ජනවාරි මාසය වන විට ක්රියාවට නැංවීමට හැකි බව සභාපති තුමා පැවසීය. මෙම සාකච්ඡාවට ඉදිකිරීම් ආරක්ෂණ අරමුදලේ සාමාන්යාධිකාරී ලලිත් කොඩිතුවක්කු මහතාත්, ප්රධාන මෙහෙයුම් නිලධාරී සුරේෂ් මුත්තයියා මහතාත්, ප්රධාන ප්රමාණ සමීක්ෂක දිනුෂ මධුරංග මහතාත්, අප සංගමයේ ප්රධාන විධායක නිලධාරී ඉංජිනේරු ආර්. බී. එම්. ගුණවර්ධන මහතා ද සහභාගී විය.

We have been informed of the concerns of members regarding the non-registration of building material vendors and fuel stations for VAT on several occasions. This was also discussed at the Board of Directors meeting and we have forwarded the matter to the Commissioner General of the Inland Revenue Department, His Excellency the Secretary to the President and the Secretary to the Ministry of Financial Planning and Economic Development with copies. As a result, a copy of the letter sent by the Director General of the Department of Public Fiscal Policy to the Commissioner General of the Inland Revenue Department is hereby forwarded for your information.

As per the guidance of President Anura Kumara Dissanayake, our Association was invited to the Presidential Secretariat on 30th July 2025 to discuss the views and suggestions of construction contractors regarding the prevailing issues in the construction industry.
ජනාධිපති අනුර කුමාර දිසානායක මැතිතුමාගේ මාර්ගෝපදේශය අනුව, ගොඩනැගිලි කර්මාන්තයේ පවතින ගැටලු සම්බන්ධයෙන් ගොඩනැගිලි ගිවිසුම්කරුවන්ගේ අදහස් සහ යෝජනා පිළිබඳ සාකච්ඡා කිරීම සඳහා අපගේ සංගමය 2025 ජුලි 30 දින ජනාධිපති ලේකම් කාර්යාලයට ආරාධනා ලැබීය.
CIDA Board Decision on Contractor Grade Evaluation The Construction Industry Development Authority (CIDA) has informed that, based on a Board of Management decision, the turnover of the last 10 years of a construction contractor will be considered as a criterion for renewal and upgrading of CIDA contractor grades. Accordingly, amendments to the relevant Extraordinary Gazette are in progress and will be implemented once the amended gazette is officially issued.
Extension of the period for relaxation of evaluation criteria and waive off arrears payments for CIDA registered constructors.

By the Gazette Extraordinary of the Democratic Socialist Republic of Sri Lanka bearing No. 2430/13 published on Tuesday,
01st April, 2025, it has been decided to provide points for the membership of the National Construction Association of
Sri Lanka in order to obtain and renew the registration with the Construction Industry Development Authority.
The marks awarded to members of the National Construction Association of Sri Lanka for each Grade are mentioned in the appendix.
